The recent withdrawal of USA from UNESCO citing anti-Israel bias has significantly reduced the finances of UNESCO and has highlighted the growing politicization of the international organization.
The UNESCO has often been politicized over number of issues such as McBride Commission Report in 1981, Israel- Palestine conflict etc. In 2011, UNESCO recognized Palestinian Authority as its full member which led to US stopping its financial contributions which constituted almost 22% of total funding. In 2017, the declaration of Hebron as Palestinian Heritage Site in turn led to withdrawal of US from UNESCO. Further, unlike U.N. Security Council, where five powers wield a veto, UNESCO takes decisions based on majority votes. The United States says that since it provides most of the funding, it should be given higher powers to decide on the how money should be spent.
The withdrawal of US has led to severe cash crunch and paralyzed UNESCO’s flagship programmes such as Man and the Biosphere Programme (MAB), International Hydrological Programme etc. It also reduces UNESCO’s ability to fulfil its important missions, such as advancing and promoting literacy, gender equality, freedom of expression and scientific collaboration.
Given the transformational nature of UNESCO’s programmes, strengthening of its finances and depoliticizing is the need of the hour.
