    GOVERNOR’S RULE IN BTAD MAY IMPACT ASSAM ALLIANCE GOVT.

    The tribal areas in four states of Assam, Meghalaya, Tripura and Mizoram can been constituted as autonomous district (or region). But they do not fall outside the executive control of state concerned. Para 12 (A) of the Sixth Schedule clearly states that, whenever there is a conflict of interest between the District Councils and the state legislature, the latter would prevail.

    I think a bill was introduced in Manipur assembly for ilp. But it is not implemented still. I am also not clear about this.

    Regarding the conflict of interest/ power between the District council and the State legislature is not clear. Please explain carefully. For instant, we have seen the conflict of power in Meghalaya from time to time but remain unsolved. Even the bill passed by district council is being reviewed by the state legislature before submitted to the governor, how is this possible?
