    For the third time in three weeks Rajasthan Governor Kalraj Mishra has returned Chief Minister Ashok Gehlot’s proposal to convene an Assembly session from July 31st. So, the question which arises is that whether Governor has discretionary power to summon the house as per Article 174 of the Indian Constitution.

    CENTRE UNABLE TO PAY STATES’ GST DUES: OFFICIAL

    Recently, the Centre has paid the GST compensation of around Rs 13,000 crores to the states for the month of March 2020. It is yet to pay the compensation for the current financial year for the duration April- July 2020.

    Sir, if the chief minister is not advising to conduct the floor test to the governor when he does not have majority, then can the governor in his own discretion summon the assembly to conduct a floor test?
